Tim joined Costain in September 2008, after working for a major change and improvement initiative for the UK Construction Sector, called Constructing Excellence, where he was the Infrastructure Forum Director with responsibilities for delivering a clear Sector Strategy to influence Government’s long term investment plan for the sector. The approach aimed to provide continuity and certainty to investments; and a structured approach to supply chain development that would ultimately delivered a better built environment for the UK to prosper. In 2004 he was invited to join the East Midlands Centre for the Built Environment, based at Loughborough University. The Centre collaborated with regional and local government to support smaller business in the region to grow and develop. The role also focused on the work of the Local Government Task Force and the Local Authorities Centres of Excellence. Under this remit he became a key coordinator that brought together Local Authorities across the Midlands that formed, East Midlands Property Alliance and East Midlands Highways Alliance both now operate as procurement hubs driving efficiency savings across Authorities. Prior to this he was part of a small team in the DTI’s sponsored Rethinking Construction, Respect for People Task Group, where he co-developed a suite of industry-wide improvement toolkits and cross-mapped these into a variety of UK-wide improvement initiatives.
